I don't think the proposals are as bad as you say. Of the 6 extra places in the CL group stage, 3 go to nations 10 to 12. Attendance - Hibs v Leeds 1967-8 Fairs Cup
What was the attendance for the Hibs v Leeds Fairs Cup tie in 1967-8? Your CD spreadsheet has a figure of 30,000 - but this seems both a bit low and suspiciously "round". I'm sure I read in a Hibs history a few years ago that the attendance was something over 40,000.
